Study: Mexican immigration to United States slows to standstill

By the CNN Wire Staff

(CNN) - Net Mexican immigration to the United States has slowed to a standstill, according to a report released Monday.

The number of immigrants coming from Mexico to the United States has steeply declined while the number of Mexicans leaving the United States has increased sharply, the Pew Hispanic Center said.

"These developments represent a notable reversal of the historic pattern of Mexican immigration to the U.S., which has risen dramatically over the past four decades," the center's report says.

Many factors are probably behind the trend, the report said, including rising deportations, greater enforcement at the border, growing dangers associated with border crossings, the weakened U.S. job market and a long-term decline in Mexico's birth rates.

The 1.37 million Mexican immigrants who came to the United States between 2005 and 2010 was about half the number who immigrated during previous five-year periods, according to the analysis, which was based on national population surveys in the United States and Mexico.

Meanwhile, from 2005 to 2010, 1.39 million Mexicans and their families left the U.S. to return to Mexico, the report says. That's more than double the number of people who did it during a five-year period the decade before, the report says.

The report also notes, citing figures from the U.S. Department of Homeland Security, that the number of Mexicans apprehended trying to cross the border illegally has plummeted in recent years, from more than 1 million in 2005 to 286,000 in 2011.

While analysts said for years that immigration from Mexico to the United States was dwindling, the Pew report says 2010 Mexican census data offer some of the first "hard evidence that flows back to Mexico had grown over the same period."

Also, Obama's administration has done more to curb illegal immigration in two years than George "Amnesty" Bush did in 8. Probably because the latter just LOVES third world slave labor.

Which, by the way, I agree with amnesty, if for no other reason than to deprive the corporo-fascists of their third world sub-minimum-wage labor pool.

Estimated 7 million non-agricultural jobs are held by illegal aliens. (with stolen, or fake ID)
Jobs that could and should go to Americans. Push your state rep to make a change .
Google this: NUMBERSUSA .Once you are registered, go to the "action board" to
send free faxes to your state representative .
They are all typed up and ready to go, you just need to click your mouse to send.
No more illegal aliens in payroll jobs !

They are unwilling to do it at that wage because after taxes they wouldn't have enough to live on. Illegal immigrants not paying taxes on the under the table money they get makes it easier for them to live. Also coming from Mexico to the US is instantly an upgrade, no more threat of getting decapitated by a drug cartel.

Wait, let me get this straight: Illegal immigrants are being criticized on this board for leaving, just as they have been for coming? And many of these people criticizing still have the gall to say they're not racists? Well, if there was any doubt, here's the proof!

Funny how, in the end, economics work. This illegal immigration issue has been, from the get-go, about economics: The economics of a rich first world nation addicted to cheap labor, and an ample supply of it just to the south. Anyone making it about anything more than that has an axe to grind, and judging by many of the comments here, that axe is being ground through bigotry.

The largest wave of immigration to the U.S. since the early 1900s coincided with our lowest national unemployment rate and fastest economic growth. Immigrants create new jobs by forming new businesses, buying homes, spending their incomes on American goods and services, paying taxes and raising the productivity of U.S. businesses.¹ In fact, between 1990 and 2004, roughly 9 out of 10 native-born workers with at least a high school diploma experienced wage gains because of increased immigration.²

A legal flow of immigrants based on workforce demand strengthens the U.S. economy by keeping productivity high and countering negative impacts as the U.S. aging population swells. Of the twenty occupations that will see the largest growth in the next seven years, twelve of them only require on-the-job-training–including jobs in SEIU's core industries like home care, cleaning/janitorial services, child care, and hospitality services.³ But as native-born workers seek higher education and move up the occupational ladder, the number of native-born workers seeking employment in these industries has shrunk.

I have no problem with immigration. That's what has made this country strong, and continues to do so.

But these people aren't immigrants. Most of them don't plan to stay. They plan to come here and work illegally, then return home relatively rich, buy a house, and prosper.

I agree. Immigrants are people who come legally, and plan to stay. These people come here illegally, and most of them plan to go back home after a few years. So calling them immigrants is not right. They’re illegal workers, nothing more.

And for the minority that plan to stay, we’ve set a terrible precedent. They come here illegally to work, don’t pay taxes, use our roads, hospitals, schools, etc. We’ve shown them that in America, the rule of law is a farce. So what happens when these people or their children become citizens?

You also left out the epidemic of stolen SS numbers to collect benefits. No to mention that you don’t pay federal income tax, state tax, Medicare or SS if you are working under the table.. Facts are indeed important.

Included in the number of 'Mexicans' leaving the US are children who were born in the US and then taken to Mexico. So if two enter US and have 4 children in the US, then return to Mexico, that would be 6 emigrating back to Mexico. In this context these net migration figures are not about the people who migrated into the US from Mexico and then returned.

Well, if the trend of immigrants out of the US started in 2005, doesn't that mean that GW Bush should be getting the credit for this? Just wondering, if we are going to put all of the blame for everything that has happened economically at his feet, why don't we also give him the good things too?

Since it is the states that are passing strict immigration laws, not the federal government, I would expect illegal immigration to slow or stop in states with harsh laws and grow in states with lax laws... if the decline in immigration was indeed due to more strict regulation. Therefore, I think this trend says more about economic/social conditions in Mexico than it does about whats going on in the United States.

States are not separate from the ‘government’…. They are also the government.

Were it is true the trend started in 2005 the numbers didn’t reach anything relevant until recently. So you can make the argument the new state laws have had the desired effect… as well as the economical concerns.

While I hate illegal immigration as much as most I do recognize that the "illegals" do a lot of work in this country that no white Ango Saxon would ever think of lowering himself to do. These people work in our fields planting crops in 100 degree heat for little wages but they are just happy for the job. They get filthy doing landscaping and backbreaking work and are still happy just for a job. They work in factories that we wouldn't step foot in. We Americans have become so used to living in the technology age that if we had to get back out and do that type of work, we'd die. Or, we'd form a union and complain we weren't making enough money. I agree that illegals are a burden on our hospitals, schools, etc. but the term "taking jobs from Americans" isn't true because they're doing jobs no one in this country wants to do anymore. Before you chastise me for my thoughts, look around. You can probably pick someone out today doing a job you wouldn't think of doing yourself.

30 years ago, there was a tremendous itinerant american workforce, more than willing to perform all the 'jobs americans won't do'. and though we still didn't make minimum wage, farmers found they could hire illegal immigrants for less than we were being paid. then corporations discovered they could sponsor illegal immigrants for slave wages. eventually, the american itinerant farm worker found other things to do. so whatever naive notion you have about illegal immigrants performing work americans won't, read a book or something, and bring yourself up to the 21st century about what actually happened.

Hardly, I would love for them not to be doing the construction work that I do. They do not play by the same rules and charge way less than a legal company can charge. Too bad the people that hire them do not realize that they are hurting legal Americans that are trying to work within the same system. I say bundle up all the illegals and ship them back to wherever they came from. That would be a great start in leveling the playing field. I also know masons and landscapers in the same boat. All Americans are not lazy and unwilling to do hard physical labor. We do not want to do it for $7/hour though!

Well, what a lot of folks obviously fail to recognize about the problems of illegal immigrants is the terrible burden it placed on this country's education and welfare system over the past thirty or forty years. Their children were provided a free education, thanks to our politicians. How? With multiple families in single family dwellings. It doesn't take many of these to "break" a local school district's budget, especially now, given school funds are provided by property taxes. Our wonderful politicians recognized this as a problem over thirty years ago and decided to be undecided about it. Now the golden goose is dead. The politicians have borrowed from Social Security until it is unsustainable and who is left to pay the bill? Hmm, let me think... Our politicians failure to stop rewarding folks who crossed the border illegally was the problem. The folks who took the time and effort to do it legally are frustrated, as well, because they have been cheated.

I'll go out on a limb here and say that the primary reason this has slowed down is the lack of available employment. I also don't buy that it has totally stopped. How do you count the number of people sneaking into a country? There' a reason it's called sneaking. It's less attractive here than it is at home for now. When the economy rebounds, and it will, it will go up again.

The principal U.S. data sources are the Census Bureau’s Current Population Survey (CPS) monthly data for 1994 to 2012; the CPS Annual Social and Economic Supplement conducted in March for 1994 to 2011; the American Community Survey (ACS) for 2005-2010; U.S. Censuses from 1850 to 2000; U.S. Border Patrol data on apprehensions at the U.S.-Mexico border; and the U.S. Department of Homeland Security, Office of Immigration Statistics on legal admissions to the U.S. and aliens removed or returned. CNN is by far the most unbiased news networks left and I prefer it over the conservative Fox News and the liberal MSNBC. CNN is not liberal, but it's hard to see it that way when people lean to far to the right. The far left sees CNN as too conservative. Since the far right and far left both don't agree with CNN then CNN is the best choice.

Congress has passed 7 amnesties for illegal aliens, starting in 1986.

    2. Section 245(i) Amnesty, 1994: A temporary rolling amnesty for 578,000 illegal aliens

    4. Nicaraguan Adjustment and Central American Relief Act (NACARA) Amnesty, 1997: An amnesty for close to one million illegal aliens from Central America
    5. Haitian Refugee Immigration Fairness Act Amnesty (HRIFA), 1998: An amnesty for 125,000 illegal aliens from Haiti
    6. Late Amnesty, 2000: An amnesty for some illegal aliens who claim they should have been amnestied under the 1986 IRCA amnesty, an estimated 400,000 illegal aliens
    7. LIFE Act Amnesty, 2000: A reinstatement of the rolling Section 245(i) amnesty, an estimated 900,000 illegal aliens.

This decline has occurred at a time when funding in the U.S. for border enforcement—including more agents and more fencing—has risen sharply."

It is wonderful that there are people who can speak two, three, etc. languages. However, I define myself as an American on the basis of not how many languages I speak... but rather: that I was born in this country and that I hope to contribute to this country and defend the principles upon which it was founded. None of which have anything to do with the number of languages I speak.

Q: What do you call a person that only speaks one language?

Not really, you call them "American".

It works for the English too a small island. On the other hand, we are an enormous one-language country. The real reason is that we know that English is the money language of the world. As an Irish-American, first generation, I'm so glad our British brethern forced the Irish to learn English for 300 of the 700 year occupancy and eliminated Irish (previously Gaelic) as our native language. Imagine having to read Shakespeare in ESL! All Hail, Britanica & one languagers!

Spend some time overseas. Vast majority of people learn languages other than their native tongue for economic or social reasons not because they value being bilingual. Need to be bilingual simply doesn't exist in the US. That's the only reason..plain and simple, that most Americans speak only english.

    Simple math and facts:

    1) The projected population of Hispanics (mostly Mexican) will outnumber whites around 2020-2030.

    2) Mexicans have a chip on their shoulder, after knowing the factual history that all of the bordering states are rightfully theirs.

    3) US Mexicans, who keep NEVER forget their roots, e.g., they always have a Mexican flag around, will keep in touch with their Mexican family in Mexico.

This all, to an unbiased observer, points towards, long-term, things going Mexico's way. Carlos Slim also has a chip on his shoulder, he's working to correct the wrongs of the past

I think some people are confused here. You have Latinos and Hispanics that make up the population of many Central and South Amercan countries. One is of the first Indian settlers, the other of the European settlers (yes, the feeb employed by Navaretee blantantly implies the Indians were indigiounous to the Southern US. They were nt. FACT: The "natives" immigrated from Asia . That said, understanding the distinction between the two, Latinos and Hispanics, helps you understand the caste system in Mexico and many Central American countries, and why they flee here in the first place, much like in India. for anyone to point at the US citizens that believe in obeying our immigration laws is because of racism, they only need to look at what is going back at the source countries.

It's sad when one person tries to excuse local bigotry with a "hey, look at what THEY'RE doing" attempt at deflection, especially since that deflection is largely false and transparently self-serving.

And yes, originally, we all came from somewhere else. I believe that place was Africa. So, unless you're ready to call everybody in this world "African" your arguments hold no water. And I won't even address your Latino/Hispanic bit, either because it's just too funny, except to say that cultures and peoples tend to mix, and a lot more so in Spanish-speaking countries than here.

I agree with Jake, the Hispanic population will end up intermixing with whites and other races or ethnicities and the line between White-non Hispanic and White Hispanic will be blurred. Hispanics have intermarriage rates as high as previous immigrants and in most cases a white and Hispanic child has overwhelmingly European features. As soon as immigration from Latin America comes to a halt, the Hispanics already here will integrate into mainstream culture and become Americans.

As soon as another Amnesty Bill starts being talked about – those who left the US will flood back over the border with their 'papers' claiming they never left. Every single proposed Amnesty bill would put the burden of proof on the gov't to prove that an illegal did not qualify for Amnesty. It would be up to the gov't to prove the person left and went back to Mexico. If they've got a paystub or a power bill they can sneak right back over the border and line up with all those other illegal aliens who claim they deserve to be citizens.

I know, I was in construction for 12 years, it paid my way through undergrad.

Gee, same here, I worked as a fabricator/rigger for 15 years and it got me through tech school, now I run a blueprints office. There are a lot of armchair posers out there complaining about jobs they don't have who wouldn't last a day welding/assembling steel 150 feet up or laying #9 rebar in a giant hole when it's 95 degrees with no wind.
