Study: Mexican immigration to United States slows to standstill

By the CNN Wire Staff

(CNN) - Net Mexican immigration to the United States has slowed to a standstill, according to a report released Monday.

The number of immigrants coming from Mexico to the United States has steeply declined while the number of Mexicans leaving the United States has increased sharply, the Pew Hispanic Center said.

"These developments represent a notable reversal of the historic pattern of Mexican immigration to the U.S., which has risen dramatically over the past four decades," the center's report says.

Many factors are probably behind the trend, the report said, including rising deportations, greater enforcement at the border, growing dangers associated with border crossings, the weakened U.S. job market and a long-term decline in Mexico's birth rates.

The 1.37 million Mexican immigrants who came to the United States between 2005 and 2010 was about half the number who immigrated during previous five-year periods, according to the analysis, which was based on national population surveys in the United States and Mexico.

Meanwhile, from 2005 to 2010, 1.39 million Mexicans and their families left the U.S. to return to Mexico, the report says. That's more than double the number of people who did it during a five-year period the decade before, the report says.

The report also notes, citing figures from the U.S. Department of Homeland Security, that the number of Mexicans apprehended trying to cross the border illegally has plummeted in recent years, from more than 1 million in 2005 to 286,000 in 2011.

While analysts said for years that immigration from Mexico to the United States was dwindling, the Pew report says 2010 Mexican census data offer some of the first "hard evidence that flows back to Mexico had grown over the same period."

Have to do with illegal immigration.” Many factors are probably behind the trend, the report said, including rising deportations, greater enforcement at the border, growing dangers associated with border crossings”. Legal immigrants do not have to worry about those issues.

Any race or religion legally in America is welcomed; violent extremists, however, are invited to go. People who single out races to hate suffer from fear and should be counseled, educated, and prayed for. Diversity is a great blessing for America. We should thank our creator we have U.S. Citizens of so many varied races.

When I read this article, I knew the comments would be filled with hate filled posts. It was just too predictable. I'm finding my country is filled with racist, backwoods, inbred bigots. Yes, there is a problem with illegal immigration and yes, I don't like having to press "1" for English, but Mexican Americans are part of the fabric of this country and I work with them and they are my friends. I'd rather be around them than most Americans from the South or Midwest.

Obviously you don't see enough of the arrogant illegals to make an informed opinion. Just because your little snippet of the world is all happy and shiny doesn't mean the rest of it is. Illegals contribute heavily to bankrupting this nation, yet all they do is whine about their rights. What about ours? Take off your rose colored glasses for a while and look around.

If they want to be citizens like the rest of us, do it the correct way. Farwell and Good Luck! Now we can get back to working on our country with issues that surround actual citizens of United States.

As a foreigner and traveler (Not Mexican if you ask ;) ), Most nations like Americans, except countries with dictators and extremists. Illegal Immigration will only stop when the Mexican Gov't begins to provide better lives for their own people. When you live in a nice house you wish to stay there and go out only to visit, otherwise you have nothing to loose and you abandon your home in search for a better life.

I would actually agree with this article, since all of the major factories and corporations have moved to Mexico within the last decade. Many large scale factories for products that are sold in America are no longer manufactured in America. It was cheaper for these industries to move to Mexico and operate outside of the arduous U.S. tax mandates and environmental stipulations. We've ran our own businesses out and since the main reason for Mexicans entering the U.S. was for jobs; it makes sense that they are moving where the jobs are.

Republicans forget that Justice AND Mercy are the foundation of American law. They are to be balanced. Illegal is illegal is a ridiculous argument, it has as much foundation as speeding. If everyone speeding were ticketed there would be a lot more babies born en route to the hospital. Mexicans are in the same position. Their families are suffering so they come to America to try to provide for them. And besides, the real hypocrisy and racism on the part of the Republicans is that they pay no attention to our northern border where the majority of illegal drug trafficking goes on. The terrorists don't come up from Mexico, they come from Canada.

Where in the world did you come to believe that? Justice and mercy the foundations? The original colonials left Europe because of persecution for their religion, then persecuted those here that had a different religion. Read your history, and not the one they teach us in school. The foundation of our system is based on allowing citizens to be free from a tyrannical government, plain and simple.

Uhm...I'm not a fan of Obama either(or either party really) , but how are you blaming Obama for for being an illegal immigrant sympathizer even though the number of border patrol officials have been increased by 18% since he got in office? These were his initiatives too, not congress to really waste a lot of money dealing with an issue that actually has a fairly minor impact on our economy.
Oh, by the way, unless you are doing construction or agriculture, Mexicans did not "steal your jobs". The people who stole your jobs are multinationals who offshored the creation of goods to other countries.
If you are going to hate Obama for something, hate him for the fact that he is a shill for the plutocrats. Also, if you think outsourcing king Romney is going to be your savior enjoy your next stint in the unemployment line, cause he is going to drive even more jobs out with his planned offshore tax shelters...I mean cuts.

I think if you had to live in a large urban area where immigration is the norm, you would not find it so agreeable. I grew up in the Von Humboldt neighborhood of Chicago during the 60's. When the Carribean Island migration was in full force. It was extremely painful, with fire bombings of buildings to get the current owners out to make room. There were stabbings, gang violence went trhought the roof. It was ugly. It was war. That was thanks to our government.

My ancestors came here via the bering sea land bridge from Africa as did all other peoples' ancestors. No one group of people can claim ownership of any land except Africa, and that can be claimed by everyone on the planet.
Land is held and maintained by the dominant tribe, always has been always will be. All other arguments are superficial.
So if the native americans (funny term in and of itself) are the only true owners of America, which tribe? The tribes of South America were originally further north til some other tribe warred with them and pushed them south. History is a btch aint it.

I am fascinated over the responses to this topic. The moment that Mexicans and Hispanics come up, it becomes an "us" and "them" issue. Basically, "for" or "against" with nothing between the two. And if a person happens to be "against," she or he gets painted racist, right wing, and likely white. The inverse is also true.

    How binary and assuming.

Last I checked, Americans include quite a few other races including blacks, South and East Asians, Native Americans, other Latin Americans, etc.

Don't you think the rest of them have their own varied opinions on the matter?

Also, these are statistics on KNOWN border crossings. We can only estimate on illegals based on people CAUGHT illegally crossing or being deported.

You mistake "us and them" for "us and illegals". As far as your "other races" go, the abbreviation of United States consists of the letters U and S. Put them together and you have US!

Gabbi, It is not about a single you. It is about the bigger economy from which you benefit in many ways. From the price of strawberries that you pay to the money you make by being a legal worker; you benefit in some way from a illegal immigrant. The question is; Is the benefit you get bigger than the cost? And think on a bigger scale. Any economist will tell you that the national economic benefit is bigger than the total national cost related to illigal immigrants. The same for trained and well educated legal immigrants is even bigger. Maybe you should go to school and get higher degree and get a more valuable job than spending time on what you mention you do. That will be a bigger service to the nation and to yourself; and I sincerely mean it. For total disclaimer; I am an economist by professional and trying to deliver a message in simpler words without going into technical details.

I want to know where the Pew Hispanic Center is getting their figures from. I believe this is a made up figure of 1.39 million Mexican have left the United States. What about the other 11 million that are still in the United States. This is a drop in the bucket this has no bearing on the Mexican population that is in the United States illegally. What they can't find work? the American can't find work but the American have no where to go but in America. But the Mexican have a place to go that's Mexico. When the job market picks up there going to be right back. Does this mean that the unemplyment is is going to drop a whole point now? I bet it will according to the Pew Hispanic Center who advises the White House and the Labor Department. One more thing I want to know if the Pew HIspanic Center is doing a studiy that is funded by the tax payers on why the 11 million Mexicans that are still here illegally and collecting beneftis. I think everyone would want to know.

They are not leaving. This articles was made by obama!!!! Yesterday after my doctor appointment I stopped by the mall to pick up something for my grandson before going back to work. This was 1:20pm on a Monday and the mall was full of mexicans. A lot of these mexicans had mexican men with them – husbands, boyfriends. Now tell me why they were not working. Middle of the day. I'll tell you why. Food stamps, aid from the government. Why should they work? This mall was previously being filled with muslims. Now, they don't come because of the mexicans. This mall has stores closing. Why??? The people who use to shop there have stopped because of the muslims and now the illegal mexicans. I won't go back!!!!! America is going down the tube fast with obama and our government. Our health care will only continue to support illegals but now you'll pay. Go to the emergency rooms or social services and see who waiting to get a handout. mexicans

OK people. I'll repeat what I posted to a comment made earlier. Let's try some reading comprehension before commenting. The report covers the period from 2005 to 2010. The Arizona law didn't go into effect until the end of July 2010, and only parts of it did at that time. The other ones mentioned by some (Alabama & Georgia) came even later. None of those laws had anything to do with this trend. The article actually mentions some of the contributing factors. I understand people tend to view everything based on their political views but please make some sense to avoid sounding ignorant or fanatic.

    • pmn

You are right it is an economic trend has nothing to do with Arizona's law. They are going back because there is no work in construction. Plus construction companies and subs are being held to flame on making sure to check on all workers to make sure of the legal status. I have seen several times where they IRS has come back wanting the company to pay for back taxes on an employee as they used someone else's social security number.

      April 24, 2012 at 10:35 am | Report abuse |
    • Actually...

Irrelevant. The laws were being drafted, and the sentiment was there. The illegals could read well enough to see the handwriting on the wall so they started packing their bags.

Now that the laws have gone into effect, they've all but disappeared from the states that have enough gumption to stand up for the way it was meant to be and the way it should be.

Good luck getting people to do that. When you make a certain amount of money, it's easier to pay someone to do it than to do it yourself. In the same respect, no one wants to overpay someone for doing something, so thats where the immigrants come in. People act as if the market changes with a magical moral switch, when in fact markets are driven by the same basic principles which all rely on human tendencies.

But that is why i didn't draw a line at what the amount was you have to make and the amount you're willing to pay. It's different for everyone. That being said, whoever pays half their salary for people to clean their house and mow their lawn is an idiot. Where is the money for rent or mortgage? I think you used an unfair figure since it goes beyond extreme. But let's use a real world, firsthand example–my parents. My parents are both medical professiionals and work long hours in hosptials and clinics. Thankfully, they are paid a fair amount for their services so paying someone to clean their house and to mow their lawn is a small fraction of their total income. For them it makes sense to pay someone and to make their lives that much easier. I make far less than they do, so would I pay for the same services? Probably not, but that is also why i live in the city where i don't have to worry about maintaining a lawn or a big house.

Food Zealot...I used that example because Child Care costs are usually a huge part of the expense that must be paid for a double income household when the wife works full-time...So in my example the wife makes $50,000 but they now have to pay$25.000 a year for child care and to do household chores. What I'm saying is that a lot of this needing to use cheap laborers is tied to the women moving in to the work place DOUBLE INCOME I wanna have everything now mentality that Americans go in to in the last 30 or so years. We need to re-evaluate what we are doing to our families and our society and to our country with the breakdown of everything (Family, Social issues, our country's stability, etc.) We are NOT heading down a good path and just having a lot of money to buy overpriced fancy cars or vacations or toys and have someone cut our grass or do our laundry is actually leading to our ruin...

That's awesome. Laborers from Mexico also fled the U.S. during the Great Depression but we begged them to come back with the Bracero program. The economy picked up because of government intervention by Roosevelt, but in the Southwest the problem was pinned on immigrants. There is always a convenient scapegoat for problems we are unwilling to face. Personally I prefer living in diverse communities such as LA, New York, or Chicago. The quality of life is much higher than someplace like Ohio where it is all white and the work ethic is not so great in comparison. The best and brightest tend to be immigrants.

Maybe now some of our so called unemployable citizens will actually be able to find jobs. One thing is for sure is that less money will be flowing out of this country to Mexico and beyond. (We'll leave that to the drug trade.) The bottom line is that our citizens coming from South of the border and overseas do contribute to America and enrich our culture. But illegal migration only serves to enrich a few while exploiting those who are illegally in this country.

You don't want slaves working for you. It makes you weak and dependent.

Start automating the jobs nobody wants to do. That will actually kill 2 birds with one stone. It gets rid of tedious and unnecessary jobs, while creating new jobs in technology.

To stop illegals we need a national ID card, denied citizenship at birth when 1 or both parents are illegals [ every country does],tax monies sent outside the US,stop IRS to allow Mexicans to declare as dependants people in Mexico.
Fine andbody that hires illegals. Stop companies bringing people with visas for jobs that US people can do.
Indian companies have moved to the US and are bringing their people to work in the USA.
Vote for whom is against illegal inmigration and will not legalize the ones here.

Well no kidding! They are not stupid. They see the writing on the wall. American has become an unwelcoming cesspool of hatred and finger pointing for quite sometime. As our economy plummeted we looked for scapegoats. Immigration became our excuse. (Funny how so many people think ONLY MEXICANS are the only illegal immigrants in America..They seem to forget about the rest of the globe)

Anyway, as I said the Mexicans are not stupid. They were coming here in droves because of the American dream. Well we have screwed the pooch on that and like unlike us they have an option . 1. Stay here and perhaps make it. 2 Go back home and take their chances. Funny how things change. LOL. Our economy sucks and it has nothing to do with immigration.

Let's see where we point the finger next. This should be comical.

Yeah. They are sensing that Americans are fed up with the problem, are doing something about it, and when the Federal government doesn't act local governments do. It really boils down to realizing that we are tired of being exploited by Mexico and points south, while they sense that we won't turn a blind eye to them anymore.

A lot of this is Americans fault...When women moved in to the work place that doubled the amount of workers available and lowered wages. People got greedy and now were no longer satisfied with a "normal" life...They had to have fancy homes and fancy cars and go on expensive vactions and have lot of expensive toys which made the economy grow. And because women moved into the workplace the need for cheap and inexpensive laborers was also created to do more mundane tasks...Women moving into the workplace has had horrific effects on our society as far as the children being raised now by and large without their parents and has lead to other terrible breakdowns in the family social structure. I know most women reading this will not like it but it is true. The effect is profound and quite catastrophic to our society.

Davel, I generally agree with you. The vanishing of the manufacturing industry from this country and the so called evolution to services industry is a result of (i) we got too lazy and pampered and used to higher compensation and (ii) the good old corporates coined the myths and benefits of free market economy and to maximize profits moved offshore. The illegal immigrants keeps a check on compensation expectations for the non-qualified workers.

I had a fallen average size tree in my back yard; and a legal worker was asking for $5K whereas a mexican dude was willing to do it for $1K; and it was a days work. Guess what most people would do; and what you think is fair compensation for this job.

Well...What "I" would have done is gone to Home Depot and bought a chainsaw for $200...Cut the tree in to pieces and paid someone to haul it away (if I didn't have a trailer which I do)...What I'm saying is we need to get a grip on reality and realize that a lot of what we think we need to pay people to do we can do (again) like we used to...I think we should really ask ourselves are we really more happy in our lives slaving away in front of a computer making a little more money than if we did something else for a little less money but had more of "normal" life...

Let's try to understand the problem. Latin Americans (I've spent much time working with peasants in Latin America) don't find anything attractive about the United States outside of employment. Free Trade Agreements like NAFTA and CAFTA have flooded their economics with cheap crops and materials from the U.S. and thus kill their local economies. In many ways, we're encouraging illegal immigration with out economic policies. Stop the Social Darwinism of the Right and illegal immigration will drastically fall.

re: NAFTA - Bush Sr. and Clinton threw you under the bus and now there is no difference between the standard of living between Mexico and the U.S. for agriculture, manufacturing, and construction. No unions, no pension, no health insurance, no job security - the permanent fall out of this severe recession means you will be signing a 10-99's (independent contractor) for now on instead of a w-2 which means you can now count on no Social security, unemployment insurance, disability,....

Welcome to the United States of Mexico

"The goal of NAFTA was to eliminate barriers to trade and investment between the US, Canada and Mexico. The implementation of NAFTA on January 1, 1994 brought the immediate elimination of tariffs on more than one-half of Mexico's exports to the U.S. and more than one-third of U.S. exports to Mexico. Within 10 years of the implementation of the agreement, all US-Mexico tariffs would be eliminated except for some U.S. agricultural exports to Mexico that were to be phased out within 15 years. Most U.S.-Canada trade was already duty free. NAFTA also seeks to eliminate non-tariff trade barriers and to protect the intellectual property right of the products."

Im a steadfast Republican so I agree completely. With these particular programs, however, low income earners in unskilled jobs would still qualify for benefits. One thing I have learned through this recession is that when income drops, and money disappears from local economies, prices for many items (housing especially) drop sharply. I am betting that if the government stopped footing these bills people would find that costs of living would adjust accordingly.
