Immigrants lead plunge in U.S. birth rate

By Moni Basu, CNN

(CNN) – It makes sense that since the start of the recession, the birth rate in America has been declining.

In 2011, it dipped to the lowest rate ever recorded: 63.2 per 1,000 women between 15 and 44, the prime childbearing ages, according to the Centers for Disease Control and Prevention.

That plunge was led by immigrant women, according to a Pew Research Center analysis released Thursday.

The birth rate for U.S.-born women declined 6% between 2007 (when the recession began) and 2010. However, the rate for foreign-born women plunged 14%, more than in the 17 years before the downturn.

Both foreign- and U.S.-born Hispanic women had larger drops in birth rate than any other group, Pew found. That correlates with larger percentage declines in household wealth for Hispanics than in white, black or Asian households.

Among women from Mexico, the country from where the largest number of U.S. immigrants come, the birth rate fell by 23%.

"If you apply the common sense lens here, when it comes to decisions about when to have children, how many and how to space them, the economy clearly matters," said Bill Albert, spokesman for the National Campaign to Prevent Teen and Unplanned Pregnancy.

Even so, Albert warned that any single reason is unlikely to explain an issue as complex as national fertility rates and as profound and personal as the decision to have children.

He said other factors - including people choosing to get married at a later age and a 48% decrease in teen birth rates since their peak in 1991 - may also be playing a role in the decline of the nation's overall birth rate.

The drop reversed a trend in which immigrant mothers were responsible for a rising share of births in the United States, Pew found. In 2007, for instance, foreign-born mothers accounted for 25% of U.S. births, compared with 16% in 1990. In 2010, that share dropped to 23%.

The Pew report's co-author, Gretchen Livingston, said birth rates among foreign-born women have been higher than native-borns for a variety of reasons.

The 2010 birth rate for foreign-born women was 87.8 per 1,000, nearly 50% higher than the rate for U.S.-born women, the Pew report said. Of the 4 million births in America, 930,000 were to immigrants.

Many new mothers are Hispanics, who traditionally have had more children than U.S.-born women, Livingston said.

Immigrants are less educated on average and are more likely to be married. Some bring with them cultural norms from their homelands that can dictate a necessity to have several children.

"What we see with immigrants coming into this country is, they tend to reflect birth rates in their own country," said Robert Walker, president of the Population Institute in Washington.

In some cases, immigrant family sizes can rise as income levels go up in America. The gloomy economy in the past few years has clearly played a role in having fewer children, he said.

Among the Pew study's other findings:

• A majority of births to U.S.-born women (66%) in 2010 were to white mothers, while the majority of births to foreign-born women (56%) were to Hispanic mothers.

• Teens account for a higher share of births to U.S.-born moms (11% in 2010) than to immigrants (5%). That number is linked to the age profile of immigrants.

• Immigrant women accounted for fully 33% of births to women 35 and older in 2010.

Livingston pointed to how the overall birth rate of the United States has stayed relatively constant compared with that of some European nations that have experienced declining populations. Immigrant women in America, she said, have held that number up.

The Pew Research Center's projections indicate that immigrants will continue to play a large role in U.S. population growth: Immigrants arriving since 2005 and their descendants will account for 82% of U.S. population growth by 2050.

The report said this about the future: "Even if the lower immigration influx of recent years continues, new immigrants and their descendants are still projected to account for most of the nation’s population increase by mid-century."

It's difficult to say how birth rates will be affected when the economy improves and people feel fatter in their pocketbooks. Population experts say it's a fair assumption that the birth rate may go up again. One thing is for sure: The face of America will look very different in a few decades.

This is currently widespread in Europe and Asia, I would care less about us being down for a decade and more about if the cultures of the old world will endure. The swedes, Italians, even English as we know them could be forever changed by a combination of decreasing fertility and immigration .

I live in Southern California, and my town has many Mexican immigrants and Mexican-American families. It is not uncommon to see young immigrant mothers with 3 or 4 kids on the streets or on the bus. I am a teacher at a local elementary school, and it hurts to see my kids struggling in class because of their situation at home.

      Dear Joanna,
I think you are wrong in your criticism of CNN's story. If you read carefully, the term immigrant is used in the general sense and the following paragraph breaks down the number by Hispanic versus other groups. Occasionally, it then gives the numbers for Mexican immigrants and explains their numbers within the Hispanic population. Not the easiest story to write. My only question is what is the definition of an immigrant these days. I presume it means legal or illegal as the census counts everyone, but I'd like that clarified.

With states cracking down on illegal aliens and their welfare ways it is little wonder they are not popping kids out like crazy, no money, possible arrest and deportation, why add more luggage to take with you.
Parkland Hopital in Dallas is the welfare hospital and rife with illegal aliens popping out their jackpot babies. 2010 had almost $1,000,000,000 in labor and delivery costs to the taxpayers for illegal alien mothers, most having their thrid child there. This is one hospital and the second most busy maternity ward in America, a pubic hospital in Los Angelos is number 1.
Federal governemnt has a taxpayer funded program to reimburse hospitals for services specifically to illegal aliens but that year it only totalled barely $250,000,000 so Dallas city and county taxpayers covered the rest with their property taxes and hospital disctrict taxes.

I wonder if historians in the future will use all these discussions as evidence to prove that even in the 21st century racism, and the continual "fear" of immigrants "destroying society" and "taking jobs" continued. It's pretty sad, I'm sure even college educated people make these silly assumptions and feed into stereotypes.

Americans are worried about Mexicans while Indians and Chinese flood into the US and will be taking over. California is already lost to Asians. They come in scores and produce in very high numbers. Realize that Mexico's population is only 110 million while China and India's populations add up to 3 billion. And nobody should come up with the utter nonsense of being legal and illegal. There are a lot of legal Indians and Chinese in this country who don't at all fit in, they don't speak English and they get dressed as if back home while taking a shower once every other week. Americans in their right mind would prefer an illegal alien who fit in over these people any day. Don't fall for the games, your attention is diverted. If no action is taken, USA and Europe will turn into majority Chinese/Indian nations.

not necessarily. When they immigrate here, making the same assumptions you are, at least, there is a sudden increase in the economic development, available education, (possibly female empowerment), and availability of contraceptives around them. All factors that lead to a decrease in birth rate. You are stereotyping the immigrant, and this doesn't even take into account that some people come from places that are well-off. France and Italy have extremely low birth rates, so at least some of them probably retain that lack of drive for children.

What a biased slanted way of expressing the stats. What they are really saying is that in the past where immigrants had say 7 kids, now they are having 5. Yes this is a big 'drop' in birth rate 'led' by immigrants, but the fact is they still breed like rabbits or Palestinians.

The husband told the journalist that he didn't apply any welfare but when the journalist shot back,"But you take 18 child tax credit every year." He was speechless. Still, even w/o health insurance(a local doctor offered free care for the family) and having to buy clothes in goodwill, the couples vowed to compete with other family who has 21 children. This whole group has no birth control, and every couples have over a dozen children w/o intention to stop producing a child. It's also appalling to hear their children would also follow their parents' path to have children as many as they can. Have those people even thought about the rest of the world? What does it take to understand that if you already have a large hungry family of children the worst thing is to add more? These people seem to expect others to feed their families. Sad but true. The more they have the more money they can get. There is nothing more tragic than a hungry baby. Never does anyone dare speak the words BIRTH CONTROl when speaking about helping the Congo or Africa.

"The death rate fell. Famine became rarer. The population growth rate was cut in half, thanks chiefly to the fact that as babies stop dying, people stop having so many of them. Over the past 50 years, worldwide food production per capita has risen, even as the global population has doubled. Indeed, so successful have farmers been at increasing production that food prices fell to record lows in the early 2000's...Meanwhile, family size continues to shrink on every continent. The world's population will probably never double again." Look up "S-curve". It's a statistical function that so far has been used to model the population. We're coming over the curve.

I am also a proponent of negative population growth and backed it up by deciding not to have children myself at age 18 (1969) as I could already see what was going to end up happening by the end of the century. I am now early 60's and so glad I made that choice so long ago. For starters: Why do we allow people that would never be allowed to adopt a child to breed child after child, totally out of control, in this dangerously overpopulated world? Food for thought....

Definitely agree. Anyone who knows how to calculate exponents realizes that if the population continues to increase eventually the weight of all the people on the planet will increase to more than the weight of the earth – an impossible situation. Anyone who knows logic realizes that this means that eventually population growth must become zero or negative. There are two scenarios possible – either we limit population growth by choice or we experience population decline due to disaster, i.e., wars, famines, floods. The time is now to start working on negative population growth. We need to make birth control available everywhere – even Saudi Arabia and the Vatican. Abortion must stay legal. It is the only way we can save lives on earth.

We're going to get up to 10. How you act like that's the U.S. fault having maybe 380 million people in an area that could easily fit 1 bil, I don't know. It's not the Western World that needs to have a negative population, we need to educate women in 3rd world countries. When the education of women rises, the fertility rate lowers, just honest truth. So instead of taking the Hitler route, we should maybe take a more civil "educate them" route. If you want the population of the world to lower itself, donate to causes that educate women in 3rd world countries.

And how do I know their illegals? Easy, by the way they look at me when I talk and ask "habla english?" Which they shake their heads no and roll their eyes...on that subject why do anyone come to a place to live and go out their way to not speak the native language of that country? 99.99% of the Cubans in Miami are legal residents, either naturalized U.S. citizens or green card holders. U.S. law has a provision that encourages Cubans to come to the U.S. illegally and grants them automatic asylum upon entry, it is called Cuban Adjustment Act. So, they are not really illegal if the U.S. is inviting them to come in by whatever means and gives them papers immediately.

Wrong. Fewer people = less GDP = smaller markets. It is a bad thing for capitalism. Demand goes down, labor costs go up, and tax revenue declines which means the govt cannot pay for services. All in all, low birthrates spell global economic calamity.

This will come like news to many that have fixed biases on hispanic as their dogma. But that ethinc group generally has in mind the well being of their family to-come as they no longer believe that kids are heaven-sent. The economy, however, and the people's need to explore other things before getting into the responsibility that two or more children brings makes them think twice and wait longer, hence the plunge.

The problem will show itself better in about 18 years when there will not be as big a supply of healthy-battle-ready boys ready to defend the American way of life...

Once again, your comment misses the mark. There are numerous sound reasons why immigration levels need to be curbed. Environmental reasons are perhaps the most pressing. The north american continent is a vastly different place than it was when the Pilgrams landed. And there is also the rule of law that every soverign country has a right and an obligation to enforce and which the illegal immigrant show scant regard.

      • Mr. Reb

Once again, there are enough sound reasons to argue against the high immigration levels and illegal immigration without having to resort to questioning how safe or moral this incoming immigrants are. I believe that there are a lot of good people coming in as immigrants, I just think that at this point in time, we have more than a sufficient supply of people and I believe that lawful entry is not asking too much. Not every down-and-out person/family can come to this country–there is simply not enough space. Do not misconsture that I think all immigrants are down-and-out but many that come in are unskilled and end up on public assistance of one type or another. And, looking back, I'm sure as well that many Native Americans probably wish they had kept the White Man at bay but that point is moot to the current discussion. For the record, I am not Anti-Immigrant but I do believe in lawful entry and a more reasonable level of immigration in general.

How long does it take a Duke genius to compare just 2 numbers & esplain the screw up? The problem has not been solved yet.

There are only 5 items in the bill 4 seem to match. Just the medication part doesn't. $2500 Vs $4500 for the same medicine amount & dose size.

Even with a greater percentage of decreasing birth rates, immigrant birth rates are still higher than native born citizens. And, it's not about immigrants being bad for America but has to do with the high numbers of immigrants coming into the country both legally and illegally. Even at current population levels we can't seem to destroy the very fabric that supports our existence fast enough nevermind supporting an influx of one to two million additional people yearly that tend to like big families.

A lot of this is contributed to the crap that Monsanto puts in the food supply. Seeds that have GMO's have their own internal pesticides, lowering birth rates....among a few other attributes like several different cancers.

So a woman, lets say from China, who is married to an American citizen, is a permanent resident, just waiting for her citizenship interview and has a baby, that baby should be a Chinese citizen? That is just wrong. How about the baby takes the citizenship of the mother unless one or both parents are American citizens or in the citizenship pipeline(ie permanent resident).

If at least one of the parents is an American citizen, the child should be also. Proof should be provided though. A birth certificate of the parent who is a citizen, or the citizenship papers of the parent became a citizen.

I'm sure there are a number of middle-class women like myself who after having one child born with special needs (autism, in my case) they stopped having more. My husband and I can afford to have another child, but we decided to focus all our attention and resources to make sure our first-born can make it in life. He's come so far. While a sibling would have been good for him, we kept thinking what if the next one has issues. We'd definitely be in the poor house then.

I applaud you and your husband for rasing your autistic child. I have a friend who has one himself, and I see it's not easy at all. I do think it's probably a good idea to have another child, or two. I only say this because who will love and care for your autistic child when you're gone?

      God Bless,

WOW–Remember if a Mexican comes to the United States and has the baby-Anchor Baby–instant citizenship and benefits–many women from Haiti fly to New York when they are 8-months pregant–another anchor baby. Of course the Chinese have got something else on their minds-ENERGY-–the Chinese now own 33% of all oil and natural gas right in the states of Wyoming–Colorado-800,000 acres involved–China-CN00C0-Ltd
Chesapeke Energy Corp has 15-million acres around the country under lease–I am sure China will get all the rights to oil and natural that it can. Then Obama bailed GM out–a loss of $23 billion to the tax payer.

Carlos, If the United States really was serious about competing in the global workforce we would drop the minimunm wage and abolish welfare for able bodied individuals. Then people would be motivated to work and capital that is wasted on non-productive parasites woud be freed to grow American Business.

Abolishing welfare and minimum wage would inspire people to work harder? I don't think so. I'd be willing to bet that the "parasites" you're going on about would be more likely to turn to a life of crime, not because they are naturally that way, but because they would have no other choice.

My evidence for that statement? Take a look at many third-world countries. Or did you think that third-world countries didn't have any wealthy people living in them?

Making the minimum wage lower is not going to encourage people to get off welfare and work. There is no logic it that statement at all – anywhere.

Geez..people get paid to do these studies. Lets see..in a robust economy immigrants come to the U.S. for work. Many get pregnant and have babies. In a recession there aren't as many jobs therefore less immigrants coming to the U.S. for work therefore.....less babies born to immigrants. Wow...that was difficult to figure out.

Demographers are doing their job, projecting the population, but unfortunately journalists and parts of the public are unable to understand that and need to draw sweeping conclusions.

People who are here illegally or who do not speak English do not belong here. It's sad that every year the first baby of the new year is always an illegal here in Texas. They have their own country. I'm tired of people who act like we are being mean for wanting them to go back to their home. I doubt I could go to England or Austrailia and just live there illegally without being shipped back home.

Maybe our government should do more to keep illegals out and do more to send the ones already here home. We did just fine before had millions of illegals supposedly doing the jobs that Americans refuse to do. Who do they think did those jobs before they were here anyway? Send them all back and watch our economy flourish.

I have one better..... those ILLEGAL IMMIGRANTS caught having an "anchor baby" be shipped back, along WITH their anchor baby and or babies, and our government begin charging their country from whence they came deportation fees, and monies that their citizens caused us while they were here..... (to include that FREE education their children received while here. I imagine our national debt would decrease significantly)

But it is not just the democrats who are responsible for this mess; the republicans have their fair share in the blame.

The problem is if people know they can cross the border illegally and be guaranteed free education for their children, health care from emergency departments and medical clinics, drivers licenses, and other social service, they are going to keep coming. I'm sure if I ws struggling for a better life and new what was waiting after a difficult journey across the border I would go as well. But, understanding and condoning are two different things. The U.S. is sending a mixed messaged to illegal immigrants by having laws on the one hand for legal entry and on the othe hand not only often looking the other way but providing these services.
