Stiff security at Tucson school board meetings angers Latinos

Tucson, Arizona (CNN) - It was the evening of March 13, people lined up outside the Tucson Unified School District office in Tucson, Arizona, to attend a school board meeting. Nine-year-old Nicolas was in line with his teenage sister Juliana, waiting to enter the meeting. Juliana, who is in high school, was there to voice her support for the Mexican-American studies program, which was dismantled this year after it was banned by the state.

One by one, each person had to first go through security screening. It wasn’t until Nicolas, wearing a yellow Batman t-shirt, standing with his legs and arms spread apart while being wanded by an armed security guard, that Roberto Rodriguez, an associate professor of Mexican-American studies at the University of Arizona, took notice of the process. Rodriguez grabbed his phone and took two photographs of Nicolas going through security.

Rodriguez, who is also a syndicated columnist, says he sent one of the photographs to several colleagues. Before he knew it, the picture went viral. It seemed to strike a nerve with some people, particularly within the Latino community, who say the pictures symbolize what Rodriguez calls an anti-Latino, anti-immigrant atmosphere in Arizona.

He cites the passage of several pieces of legislation in the state: SB 1070, the controversial anti-illegal immigration law, Arizona’s English-only education law, and HB 2281, a law passed in 2010 that prohibits courses aimed at a particular ethnic group, like Mexican-American studies. The program was designed to teach students American history, American government, literature and art through a Mexican-American perspective.

In January, the program was formally dismantled. Tucson school board member Michael Hicks said the board had no choice but to follow state law.

The move angered students and supporters of the program who fought to save it. Last April, a group of high school students took over a school board meeting, chaining themselves to chairs.

Hicks said the current increased security measures at school board meetings are partly in response to the student takeover. He also tells CNN recent tragedies like the 2011 shooting of Congresswomen Gabrielle Giffords, and a standoff with an armed man at a Florida school board meeting in 2010, warrant additional security.

The security guards, many of whom are armed, are there to insure the safety of all who attend school board meetings, Hicks said. But some parents, like Tanya Alvarez, who is engaged to Nicolas’ father, aren't convinced. Alvarez says school board meetings are public forums to openly discuss education, and going through security screening is intimidating and might keep families away.

    I wonder if the board members went through security. A school board member said "The security guards, many of whom are armed, are there to insure the safety of all who attend school board meetings." That would indicate that the board members needed to go through security to assure protection of those attending the meeting.

      Why would the Board members need to go through a security check? They would not disrupt their own meeting now, would they? Only one particular ethnic group has EVER distupted a TUSD board meeting, so now every attendee (non-board member) needs to be checked over.

    Do not say "Latinos" use the correct one Mexicans! Why would I want my children to learn Mexican History? I like many people that we are legal inmigrants or citizens are fed up with mexicans demanding and getting what they dont in Mexico.
    They can claim dependants anybody that they say they have in Mexico when they file taxes with the numbers for illegals that the IRS give them
    If one wants to learn Mexican History move to Mexico! Lets use the money that is used for bilingual education for remedial courses and for Honor students.
    DONT LUMP TOGETHER PEOPLE ONLY BECAUSE THEY SPEAK THE SAME LANGUAGE!.

      Why would I want my children to learn Mexican History? Because if you live in Arizona it was part of Mexico, as were California, Texas New Mexico, Nevada, Utah, parts of Colorado, Oklahoma, Louisiana, Oregon, Idaho, and Wyoming. Maybe you study US history. Lets not forget the parts of the US that were Russian, French, and British. I guess since most American see no point in learning US history, they see no reason to study any other history. Stupid is as stupid does"

        JJ, you, too, would do well to learn your history. Oregon, Idaho, Wyoming??? I don't think so. Mexico claimed PART of Texas, MOST of New Mexico and Arizona, some of Colorado, and the lower THIRD of California. Native Americans controlled a large portion of that area before the 'white man' got there and decided to claim it and kick everybody out. The Apache and Navaho were still there even after the United States claimed the territory and took over. So, yeah, follow your OWN advice, and get a clue. Sheesh...

      If you don't like your children being harrassed and your people being murdered, perhaps obeying the law, becoming citizens or going back to your own country is a nice alternative. Encouraging others to do the same would be even better.

      I just think about how Mexico would treat anyone from the United States if we were to go down there and behave in the same manner. If we managed to live that long, considering all the drug-war killings going on at the moment...

    The picture is meaningless. Until we know more about the 'reporter' and whether or not he watched everyone going through or felt this one shot was enough to make a story...what does anyone know? Basically we have a single picture and how a person 'feels' about security and we are to assume what? This is kind of what an artists does when creating a picture- put just enough detail and information in to allow the viewer to fill in the rest based on their experiences. I thought reporting the news was something more than that. Guess not. Next.

    America has always had an anti-immigrant sentiment. As soon as the natives realized what the white man was up to, they weren't so welcoming. Once the white man was settled, they were not happy to see more arriving by the boatload. There is a newspaper editorial cartoon from over a hundred years ago, showing the Statue of Liberty giving the finger to the open ocean, holding a sign that says, "we are full, go away!" The current wave of immigrants is largely Latino, and so, it looks like anti-Latino sentiment. It is nothing personal, everybody else had to go through this hazing period.
    Another possible issue, is that many Americans may feel threatened by the culture clash. It may seem that many of these immigrants are trying to replace American culture with their own, rather than contributing to the greater American culture.

      We're not scared of them, we just want them to be registerd by obtaining a visa, get a work permit, and pay taxes. Something most have a problem with. A hard working man or woman is welcome were I live regardless of their race or color.

    My daughter is happily married in Tucson so I go there quite a bit. Tucson is a very open friendly town. The people are great. Phoenix, very different. Full of conservative retired snowbirds from the Midwest. Not very friendly. The government of Arizona is vile. Very anti Latino. Paranoid. Just getting to Tucson on the freeway I get stopped and searched at check stations at least twice, out in the middle of the dessert, and I am clearly white.

      There are no checkpoints between PHX and Tucson; you are mistaken. There is a checkpoint on I-19 going north (because I-19 runs from the US/Mexico border and goes North and then ends when it becomes I-10) but there are NO checkpoints between PHX and Tucson on I-10. There are other checkpoints set up in AZ as well, (one near Yuma, one on the way to Rocky Point, one close to the NM border, and others). While I agree with most of the rest of your posting, I just wanted to clarify this.

    Because Mexican-American studies and other cultural studies are not just for Mexicans! ALL students should be exposed to hearing the voices and reading the experiences of others! Perhaps if we emphasized such diverse points of view, we would not have to still be battling racism and hatred in this country!

      Rather than devoting an entire educational program to Mexican-American studies, why not make it a 'Multi Cultural" program and involve a greater number of groups? My family comes from Europe but I've yet to see classes in Scottish-American, Polish-American, English-American, German-American, Irish-American, etc. Each and every culture has contributed our nation, why do we need to specifically single any one group out? If it's so important for Mexican-Americans or Latinos (whichever is the most PC), why not set up classes or programs in your local community centers, churches, neighborhoods?

      @Chris...I'm not 'singling' a group out. I am simply providing an illustration of what I currently do. I did not mention the other units I teach. OF COURSE, I teach other literature! I am a teacher who LOVES literature and I am from Italy myself! I have been all over Europe and I have brought home with me many collections of European perspectives. It is fun and the kids love it.

    We should probably be more concerned with what's going on in Dept. of Ed. in New York. They are revamping their state exams by banning words that may be 'unpleasant' to students. We should really pay attention to this seeming trend to regulate education to such an extent that "banning" is the norm! Banning anything that can raise consciousness, spark dialogue, criticism, and independent thought is anti-American and SCARY!

    I wonder if other states have courses that highlight particular ethnic groups. Do they have courses like this in Miami Florida, for Cuban kids? I'm not aware of any courses like that here... What about in NY? Do they have courses specifically for Puerto Ricans? Or Chinese ethnic courses for oriental students in CA? Seems to me, that this shouldn't be allowed, unless it was an after school program, funded by the parents...

      In response to your initial question, I teach an American Literature class in a California high school. I teach not only the classics, but I have developed my curriculum to include post-modern American literature as well. Hence, I do teach Chicano Studies; it is just one unit of several that I teach throughout the year. The objective in American literature is to introduce students to the American experience as told by Americans. Certainly the American experience is different for Mexicans and African-Americans than it is for other racial groups. That is a fact. The literature of Latino authors tells THEIR American stories, their journeys, their struggles and their dreams trying to find THEIR place in America.

It is the teacher's responsibility to keep the class objective. Students are able to see the several points of view, not just one IF the teacher knows what he/she is doing.

        unfortunately, there ARE people who would use their own child in this way. if you look into it, you'll find a lot of horrible parents getting popped for putting drugs/weapons in their kids strollers/diaper bags. at least once a month i come across such an article and marvel at the stupidity of some adults. i wasn't at all happy about taking my then 3 year old thru security at the airport, but when you have women that will put baggies of heroin in their child's diaper and try to get on a plane, what can security do?

    OK, so the SCHOOL doesn't teach "Mexican-American" studies. THAT DOESN'T MEAN YOU CANT TEACH YOUR CHILDREN ABOUT THAT OR ANYTHING ELSE YOU CARE ABOUT, YOURSELF!!!! Why must the schools take over the parents' responsibilities? This is the first generation that openly refuses to raise their own children. Notice that there is also no Chinese-American studies, no Russian-American studies, no Angolan-American studies, etc either! Let the school teach kids matters of pure education, and parents can go back to raising their kids, and teaching them their own culture.

      The reason why we fight to teach MAS in school is because we are taxpayers. The culture is already in the home. The idea of restricting it to the home is a pre-1960s idea.

    We only see the tip of the iceburg of what happened and is happening in Tucson in this article. The Ethnic Studies Program at the TUSD was subverted by unsupervised teachers into a historically distorted presentation of the alleged maltreatment of Latinos in America. Instead of supporting unity of ethnic groups in America, the Ethnic Program was encouraging an us-against-them solidarity for Latinos only, which encouraged Latinos to unite to overthrow the "establishment". It encouraged Latinos (and no one else) to excell in school in order to "take charge" of America. The program touted pro-ethinc groups like the NCLR (La Raza) as the political force to enable Latinos to claim there rightful place in this country. The guards at the TUSD School Board meetings are necessary, because there were Latino (not any other ethnic group) activists that tried and succeeded in disrupting Board meetings in the recent past. And that's the real story, not the sanitized version you read here.

He became a US citizen, supports us family of five so my mother can take care of us and not some day care, he has learned English, he pays taxes, the mortgage, car payments, utility bills, cell phone/ Internet bills, and has not committed one crime since becoming legal.

      The Mexican students are always mad, it's almost a fun game for them to see everything they gain by 'being angry'. The first thing to bring attention to themselves is the fact they hide under the lie of calling themselves immigrants, making one not trust them because of that lie. That alone angers all Americans and it's our country, so we have the right to get mad when a neighboring country openly threatens to steal what we have built. Mexicans don't get these same rights to 'be angry' in their home, Mexico, if they do then they should go back and 'get angry', it might make a nation to be proud of instead of being up here doing their slimy "silent take over of America." If you come here follow our laws and become an American not Mexicans on the dole who do nothing but march for more, and more, and more, things even Americans don't get but have to carry your burden. I bet most of the hispanics on here were born and raised on our dime so now expect more since it was so easy. All Mexicans have to do is 'get mad' and we are supposed to grant their wish.

        You do know that "mexican-american" studies is misleading. have you read the curriculum? read any of the books? I've read several, my family was involved with the farmworkers movement, with the chicano movement, the civil rights movement. I've yet to see any part of the curriculum which openly promotes hatred toward the US. All I see are parts of our/my history which has been white washed (no pun intended). This history DID happen, my family lived through it. Beatings, hanging, shootings, police brutality, immigration brutality, etc. You cannot hide from the truth, history and the truth MUST be one in the same. You can't leave out parts of history simply because its hard to swallow and makes certain people uncomfortable.

        Thank You for saying that. People who are quick to make ignorant assumptions have NOT even picked up a book or a textbook written by any of the authors! They have not taken a course in college on Mexican-American studies and don't know the wonderful information that ALL people should be happy to learn. I LOVE teaching other cultures, other perspectives just as much as I enjoy teaching them. Luis Valdez's Zoot Suit and the history of the Zoot Suit riots are part of my curriculum. It is an AMERICAN chapter in history!

        Try reading the history of "your people" from library books. That way you can pick and choose what philisophical viewpoint of history that may suit you. In U.S. public schools supported by U.S. taxpayers, you are taught the U.S. point of view. However, you are free to read about some other point of view if you wish.

    In Mexico, if you are found to have crossed the border illegally, you are thrown into a Mexican jail (God help you), guilty until proven innocent. If you are one of the few to have enough money for an attorney, or you can pay off a Judge, you may get your day in Court. Than, many more times than not, you are deported promptly. Mexican Justice at its finest!

    The real problem is that the Federal Government has failed to do its job for the past 25 years and the problems of illegal immigration has gotten to the point that the States are trying to do the job that the Federal Government is tasked to do. In 1986 laws were enacted by Congress which made it illegal to hire illegal aliens and allowed the Federal Government to fine any company that hired an illegal alien. We have over 11 million illegal aliens in the United States who are taking millions of jobs that should go to legal citizens. When the Federal Government does its job and deports all illegal aliens, secure the border and fine any company that hires an illegal alien

Go to a city hospital and see how they are overwhelming the healthcare structure. And now corporations like bank of america have branches in the DFW metroplex almost fully staffed by mexicans-only a few employees need to be bilingual( i already opened up a TX credit union acc, soon closing my boa one in protest). Surely thousands of suitable candidates must have been snubbed by boa in favor of persons who's parents probably came here illegally. How they manage to get apartment leases, bank accounts, car leases and drivers licences without a valid SSN points to complicity within the system. They have their own in govt. depts. GCA SERVICES GROUP in dallas tx discriminates against other races and has several illegals on their payroll. Who's gonna correct this?

    When I was a child growing up in a white town, my teachers taught me that the U.S. was a melting pot. Now that minorities are becoming majorities, those very same teachers now tell me multi-culturism is bad. They only felt comfortable with a melting pot made up of European descendants. Now, they are panicking. Too bad for them. They should get used to the modern melting pot. It is a reality they will not escape. They need to get accept it and move on.

    This is all amazing on how sensitive everyone gets with the POST 911 screenings. As a Combat Vietnam Veteran, I continually object to the intrusions, as I believe screenings do not deter violent action. However, how Mr. Rodriguez can object to screens that everyone else went/goes through is not logical. Recently, as a US Citizen, Combat Veteran I had to under go a screening at the Dallas Federal Building and LAX where I had to be stripped searched since I have a total hip replacement as a result of injury in Vietnam. Yes, I agree they are invasive, but suck it up; we all have to put up with it till there is a change, and there will be change.

    I live in Tucson...if there is going to be a mexican study class, then there should also be a chinese study class, a black study class..on and on..these students at these schools who are ditching school to "march" or breaking into a school board meeting are disrespectful, rude, hateful children..hence the guards and security..the media does not explain the topics and teachings of these classes..as to why they were banned..,research and check them out..they certainly are not a mexican history class...at all...

    I can't believe someone who lives in Tucson is surprised that a little over a year after the Loughner murders there is some security at a controversial public venue, especially after the previous protests at the meeting. Dude, it's not about YOU, and I'm curious if you are offended when you go through screening at Tucson Int'l.

    Plus, just seeing some of the pictures of the posters that were hanging in the classrooms of those courses was indicative of something more than academic discussion. Not sure if TUSD knows that the Gadsden Purchase was signed, making Tucson part of the U.S.

      The Tucson shooting cannot even be remotely compared to this. First of all, the shooter on January 8th was mentally ill. It was not politically driven whatsoever. I think there should be opportunities for ethnic studies courses in Tucson, and all over the country. What does it hurt? People get to decide what to study in college, so why shouldn't high school lead some students in the direction of where they want to go? Probing a nine-year-old is just wrong. You have all kinds of people committing horrible acts – murders, mass rapes, wars, justifying all types of injustices etc..all in the name of (insert religion of choice here). I'm yet to find a true blue atheist who would behave in any such manner in the name of (blank).

        Heck even the Nazis plan of eugenics is geared more towards atheism, they just simply used Christianity in a demented form as a rally point.
