Former attorney general: Economic policies will discourage Hispanics, not voter ID laws

Editor's note:  Alberto R. Gonzales is the former U.S. attorney general and counsel to President George W. Bush. He is currently the Doyle Rogers Distinguished Chair of Law at Belmont University, and counsel at the Nashville law firm of Waller Lansden.

By Alberto R. Gonzales, Special to CNN

The right to vote is a precious privilege.

It provides the opportunity for every citizen to equally affect the future of our government no matter their last name, ZIP code or skin color.

It was my job as attorney general to protect the sanctity of every vote.

Based on my experience, voter identification laws serve as an effective deterrent to fraudulent voting.

I know there are concerns that such laws discourage voting and hurt minorities.

NAACP president: Voter ID requirements are like Jim Crow voter oppression laws

However, we should not abandon our efforts against voter fraud.

Instead, those concerns are best addressed by vigorous enforcement of existing federal regulations and laws, such as the Voting Rights Act, which provide protections against government actions that adversely affect the voting rights of minorities.

I condemn laws that discriminate based on race, and I support reasonable voter identification laws.

At the end of the day, I want to see more Americans voting, and states able to easily facilitate the right to vote.

The Hispanic vote is important in this election and future elections, and from my view, it is not voter ID laws that will prevent them from voting for President Barack Obama but his economic policies.

I grew up in an impoverished neighborhood where families took care of their own and believed government assistance was only for the most needy - those who could not help themselves.

We were poor but not helpless, We viewed ourselves as proud, self-reliant Americans.

Just like my parents, many Hispanic families today are struggling just to buy food and gas and pay the rent.

Their focus is not yet on the presidential race because they have real concerns that are more pressing.

For this reason, I do not think the polls accurately reflect Hispanic support for Obama and believe that support will drop as we approach the election.

Despite what the polls may say, many of my Hispanic friends –who are not politically active but identify as Republican or Democrat - privately confess their concerns about both men.

In Obama, they see a gifted president who is able to identify with their struggles and give voice to the powerless, someone who has lived the American dream they wish for themselves and their children.

They also see a man who broke his promise to them about immigration reform and someone who champions social policies at odds with religious teaching, such as his recent support for same-sex marriage.

As the election season approaches, more Hispanics will evaluate their economic situation and ask themselves whether they are better off than they were four years ago, and whether the president is capable of delivering on his promises and can be trusted to help them achieve their dreams.

This is potentially good news for former Massachusetts Gov. Mitt Romney because it means he still has time.

In Romney, Hispanics tell me they see a successful businessman and experienced chief executive who inspires hope with a positive message, someone who has created jobs and understands the details of economic policy. They see the kind of leader America needs in our current economic plight.

They also see a man who is rich and white, someone incapable of understanding what it is to struggle or to want, and unfamiliar with the pain of racial discrimination.

But it remains to be seen whether Romney can make a personal connection and convince Hispanic voters that he relates to their problems, cares about their future and can create an environment of opportunity for all Americans.

Gonzales says Romney must make personal connection to Hispanics

College students tell me they intend to support  Obama because they view him as a contemporary, someone who is cool and at ease with technology and late-night talk show hosts.

He is a role model and source of excitement.

Other students approaching graduation are not as supportive. They will soon enter the job market with few, if any, job prospects and staggering student debt.

For them, a successful businessman like Romney might succeed in creating jobs where the president has failed.

Hispanics are extraordinarily diverse, and the choice we make on Election Day will be a very personal one.

Like all voters, Hispanics will vote their self-interests and vote for their future.

That choice has the power to elect the next president.

The opinions expressed in this commentary are solely those of Alberto R. Gonzales.

I have never thought Pres. Obama was speaking just to blacks when he spoke of Americans , and it make me wonder why minorities think they need to be pandered to for them to assess to ability of a candidate. Why is it they need race to attested to them, but whites are just there. If someone said they were pandering to whites all hell would break loose.

Perhaps im outside the norm, but I prefer to care about and vote for what is best for the country in the long run, not short term or for myself. People are selfish these days...

I in no way see this President as gifted. He cannot speak without a teleprompter, he has no proven experience and his policies have made our economy worse. He has no vision except to point his finger at his detractors or predecessor. He is not a leader or uniter, but a divider who demonizes everyone who does not agree with him.

The reference to the latino vote is based on research and facts. Bush was helped by a larger number of Hispanics voting for him. Obama caught that tide in the following presidential election.

Karl Rove made an excellent point when he said the GOP has to court the Hispanic vote, because he understands the growing Hispanic voter block that can make a difference to an election, where the candidates are closely tied in vote numbers....

Romney won because he is a number cruncher; he respects numbers and statistics and uses the information to gain an advantage....I respect his intelligence though I care little for the way he went about getting the nomination in relation to how he treated his opponents.

Hispanic technically refers to people who come form the Iberian peninsula and does not include those who have ancestors from the Americas. Latinos are a mix of indigeonous peoples and the white, Iberian colonists, be they Spanish or Portuguese.

Mitt Romeny is neither of those. The Romney family tree leads back to the British Isles. He is an Anglo whose father was born in Mexico, and his Anglo grandparents were born in Utah. George Romney wasn't even a Mexican citizen, much less Hispanic or Latino.

4+ Million jobs created since Jan 09 is not killing the country, tho the 700,000 a month job-loss that Obama inherited was trying hard to do so!! (thanks Dubya!). Plus, it's not possible to pass legislation when the Grand Obstructionist Party refuses to do anything to help the country get back on it's feet, even directly causing a downgrading of our debt rating, then turning around and offering the UNPAID for Ryan budget 20% Tax Reduction plan, then passing a budget in the house that INCREASED military spending while cutting SS/Medicate funding – in direct conflict with their debt ceiling agreement with Obama. And yet, the economy continues to improve – despite every blockage by the GOP.

But what got our country into alot of this mess? Deregulation, tax cuts for the wealthy and corporations, allowing Wall Street to play games with people's money,,,etc. What does Romney want to do, deregulate, more tax cuts and allow Wall Street to do whatever they want. And there are Americans who say,,"let's go back to that and try it again. It'll work this time." Trickle down economics and slashing programs for the poor is what this country needs. Haven't we tried this during Bush. The tax cuts and unfunded wars were the biggest cost to our surplus and deficits.

That the incidence of voting fraud in the U.S. justifies voter suppression efforts by Republicans in Florida and elsewhere. And that Obama's economic policies have failed rather than saved the country from a Republican-induced depression and created millions of jobs. So, asking those people to get ID at 75 to X is telling them to stay home and don't vote, as many of them don't drive anymore hence no need to renew their license. They usually live in communities where they are already known thus no need for ID to identify them.

Bain has zero interest in creating jobs – zero! Their only goal is making profit for management, employees, and shareholders of BAIN only.

You mention the companies that Bain took over, but fail to mention the wake of destruction they leave in their wake. For example, you mention Staples, but failed to mention American Pad and Paper, who were bought, stripped of all assets, remortgaged at a rate Bain knew they couldn't pay, and then bankrupted w/ employees pensions stolen. All while Bain management get an enormous bonus for a job well done.

And Solyndra... Damn Obama trying to push whole new industries here in America... In case you didn't notice, we have lost the steel, electronics and textiles industries overseas – and those jobs aren't coming back as long as profit is the sole mission for American corporations...

Any latino voting for Romney is as blind and ethically challenged as this stooge Gonzales.

This so called 'broken promise' was brought to you by the GOP, who did everything they could to keep immigration reform from even coming up for a vote.

So this accusation of a broken promise is an outright lie, a condition created by republicans which they now conviniently blame on the dems.

Any latino can see through that. It doesn't take much to realize that the rejects who hate minorities and latinos are the republicans. Why would any minority or woman would want to vote for this Rich-White-Guys club.

By the way, that stooge Gonzales is the token latino amongst repubs. A card board cut out that can be propped up and totted out conviniently any time the repubs want to claim that they care about latinos, but they don't. Next thing we'll hear is that this stooge Gonzales is against affirmative action, just like Clearance Thomas.

The only voters fraud I've seen is districts loosing voting counts (here in Iowa we had 7 which was very questionable). Or, Florida's voting machines not working and Bush ended up President twice... I'm sweating out how much GOP cheating that will be taking place in Nov. and I'm a republican. And, yes, I agree with the comment posted here... when have you ever gone to vote and never had to show your voters card, have your name on a list and they would allow you to vote if its not. I have seen people turned away but they are given phone numbers to call to straighten it out before the booths close.

Hispanics who are of Mexican and Central American descent care about illegal immigration more than any other group and less educated poorer Hispanics are so religious that they are against gay marriage. You are leaving out a large group of younger educated upper class people whose family came into this country legally. They will stick with the Dems because of the issues just like many non Hispanics. The Republicans simply don't have attractive policies to them.

We need to make a National E verify law to finally rid america of these blood suckers. They lower our wages ,take our jobs,Bankrupt our schools and communities, social programs. For as much as they steal from us they sure are not grateful, you can tell by the Mexican flags they dance and parade every day plastered on their cars and bumper stickers, tee shirts.Where is the American flag ever???? The answer is simple Mexicans do not love this country they only love the money and benefits they can suck out of us then send the money back to mexico to stimulate their economy. Time to make a Federal law for all States like arizonas illegal alien law, or the "NO WAY JOSE LAW" call tyour congress to push new and tougher laws against these illegal invaders, lets finally get rid of this problem we all face.We dont want our citys to turn into slums like the citys in mexico,we dont want our towns and neighborhoods to slowly turn into Mexico 2.0 Its time to take America back to these ungrateful people that steal from us every day! Deport all of them and their families back to Mexico and they can take their anchor babies too!!!

I certainly agree that voter identification is important to have. This not only ensures that voters were accounted for and if applied correctly, should ensure that votes are tallied correctly. However, the major issue with this policy is that the level of difficulty in obtaining state identification varies among states and can be a major inconvenience for people who do not have the luxury of taking time off from their jobs to get this identification. In this case, that would be the lower working class.

Also, some states need to do a better job on the administrative end and streamline the process of obtaining a state ID. I argue that the jargon and beaurocracy within a policy is what makes or breaks it. If people cannot understand what is needed to accomplish the outcome a policy seeks to make, then that policy has to be refined. A US citizen should not have to jump through a million hoops to accomplish a single goal. It is a waste of time, energy and rseources.

As for the Hispanic/Latino populations and their view of candidates, I agree that there will be a variety of opinions on election day and it is my hope that conversations about relevant issues in these communities continue to take place before, during and after election day. A politician cannot fufill every promise and the things that he/she accomplish are do to the efforts of the people that sorround him/her. It is my hope that the Hispanic/Latino population make informed decisions and engage in decisive action that will enhance the quality of our nation.

Actually, my photo ID was copied and sent in with my taxes every year for the last 10 years. You need an ID to do anything now a days, including registering for food stamps and welfare, cashing a check, signing a lease, visiting a doctor, buying alcohol or tobacco, etc. I mean who are these legal citizens who make it through their life without a picture ID anyway? I think the voter ID law is doing everyone a favor. States that are requiring it are offering them for free, and in some cases creating mobile services to get the ID's to people in rural areas, so everyone has the ability to get one and can now participate in life!

There is no audit trail and retinal scans or thumbprint technology is easily sidestepped and VERY EASILY manipulated. I'll take the extra cost (in taxes) to keep paper voting. We then have a physical record of the vote – hanging chads and all – and far more secure/auditable than any form of electronic recognition.

        * Fraud by individual voters is both irrational and extremely rare.
        * Many vivid anecdotes of purported voter fraud have been proven false or do not demonstrate fraud.
        * Voter fraud is often conflated with other forms of election misconduct.
        * Raising the unsubstantiated specter of mass voter fraud suits a particular policy agenda.
        * Claims of voter fraud should be carefully tested before they become the basis for action."

DO a little FACT checking, so might learn something.

        Real Truth:
1st of all, I don't get my news from CNN or Foxnews....both severely biasaed in their reporting.
        I watch Newshour on PBS.
2nd of all, You're quoting NYU????
        Come on...liberal think tank.

        Ok......you need examples of the problem;
How about todays news from Florida.

They've identified over 180,000 potential abuses of this.
180,000 names on the voting registration list, that are likely non-citizens attempting to corrupt the election.
The've apologized that a few legitimate citizens will be inconvenienced, but they are sure that the list is mostly made up of non-citizens registered to vote in Florida....
Now that just Florida.......How do you think AZ, CA and TX stack up???

      • The REAL Truth...

@Jim – its still a problem looking for a solution... have you ever voted without producing some form of ID ?
In Tx – AG Greg Abbott stated "In Texas, evidence of voter fraud abounds. In recent years, my office has secured more than 50 voter fraud convictions. Those include a woman who voted in place of her dead mother, a political operative who cast ballots for two people, and a city councilmember who registered foreign nationals to vote in an election decided by 19 votes."
If you dig a little deeper, that's not 50 cases BY Abbott – he states "in recent years". According to the Ft. Worth Star-Telegram Abbott's "office works on an average of 10 reported cases of voter fraud a year, most of which represent a single vote and some of which are judged not to be fraud"
Heck even the U.S. Justice Department asserts the absence of evidence of voter fraud in Texas !!

I could look up other states... but.. you get my point.

        Real Truth:
        I'll put the question I put to Caryt;

What's the problem foks have with presentling proper photo ID?
It seems like a very simple precautionary measure to help curb the possibility of fraud.
I honestly don't see how it's such a major issue for democrats (of which I'm one)....honestly.
The only people I've known in my life who didn't want photoID were criminal types desiring to stay below the radar.....I can imagine no legitmate reasons, not to want one.
Can you explain this revulsion to aquiring photo ID?

I don't doubt it, but...it's about how the news is presented.
CNN MSNBC and FOXNEWS all present their news from a point of being vested in the audience seeing things from their particular "point of view".
PBS presents it blandly and believes it's viewers can decide for themselves how to "feel" about the story.
That's what I like about Newshour.

Romney will get them low-paying, menial jobs with high-deductible or no health insurance and no retirement plans, just like the jobs he supposedly created at Staples and Domino's Pizza. If he created so many good jobs, why doesn't he release all the information about where the jobs were and what the pay and benefits were?

23million out of work? Are you sure that's 23 million who don't want to go to work? I see help wanted signs everywhere I go. My daughter, just turned 16, started looking for a job two weeks ago, she's now deciding between three offers. Not prestigious jobs mind you, but every last one of them pays more than minimum wage. Reps and Dems alike have convinced the American people that we're in another Great Depression. We're not. What we are is lazy, spoiled and whiny. This is what it means to be American in the 21st century, lazy, spoiled and whiny.

(GOP USA) face reality. I have met numerous of people who had quit their job because it payed minimum wage and was too "hard" for them. Even if wages would rise in the United States of America so would the living expense which would bring us back to the same situation of "wages are too low to live on." Have you ever taken time to think a bit more?

Send all the Mexican illegals Packing back to the Border! They are not welcome here ,they break our laws and hurt the american Taxpayer. Its time Americans take their country back before the Mexican illegals turn the USA into the rat infested slums in Mexico. Before we know it we will see Donkey carts in every neighborhood with the Mexican flag plasterd to it because we turned into a 3rd world country like Mexico. It really offends Americans when we see the Mexican flag plastered on the car bumpers, tee shirts,or the homes of illegals. If you love it here why would you not have the American flag??? The answer is simple, you do not love the USA,you love our benefits and money, jobs, schools, but spit on our flag and country. Lets get rid of these illegals who steal from us and laugh at us for letting them take advantage of us.Lets give them a one way ticket back to the place the love so much and they can fly their Mexican flag there!!!!!!!!!!!

LOL – given that the Repugs are doing everything they can with their "solution looking for a problem" voter ID laws in various states, and that the former GOP AG believes that economic "policies" will have more influence on the Hispanic vote, you just have to ask how dumb do the Repugs think the average Hispanic voter is ??? Way to alienate the Hispanic vote guys! Keep parading that Rubio character (don't even get me started) and you will lose them all !!

I think the voter ID will discourage some people from voting and will also prevent some people, mostly elderly and students, from voting, because a lot of students are from out of state and some states are not allowing them to use their student id's, but will allow gun licenses as id's. Also some polling places have closed, early and Sunday voting cancelled in some states, making it more difficult for the elderly that don't drive to get to the polls. I don't understand the reason for making it more difficult to vote by reducing early registration, early voting and closing polling stations.
